In Remembrance

Homer E. Moe

Mr. Homer Ellsworth Moe, 75, of West Salem, passed away on Saturday, Aug. 8, 2009.

Homer served the people of the state of Wisconsin as a State Patrol officer from 1955 until 1961.

He went on to a lifelong career as a Conservation Warden and Hunter Education Administrator, a program that rose to become No. 1 in the nation thanks to the 3,000 volunteers under Homer’s leadership. Homer was a respected hunting accident investigator and expert witness. He pioneered research into hunter behavior with Dr. Robert Norton and the late Dr. Robert Jackson of the University of Wisconsin-La Crosse. As a noted pioneer of Hunting Related Shooting Incident Training, Homer's work resulted in better trained investigators, providing valuable and accurate data regarding how these incidents happened. The results have historically been used to focus the educational efforts of basic hunter education curriculum and specific outreach messages to all hunters. His work continues as the International Hunter Education Association Hunting Incident Academy.

Homer retired in 1989 and authored the first Hunter Education Manual that has been used country wide for many years Homer's insight and vision molded the Hunter Education program and helped it become the what it is today. In August of 2009 Homer left us. But his legacy lives on through the lives of the people he touched, and the programs he created.
