2010 WHEIA Instruction Group
of the Year Award
(Editors note. The following has been prepared from the text of the award submittal.)
The Howard – Suamico Hunter Education Team led by lead Instructor Norb Moes was selected for the WHEIA 2010 Instructor Group of the Year award.
This team under Norb Moes leadership has grown and has taught Hunter Education for over forty years.
Norb is a dedicated volunteer Hunter Education Instructor and a leader in the Wisconsin Hunter Education program. Norb has taught and mentored many of the volunteer instructors on this team and is always willing to help other instructors or the WDNR Coordinators to further hunter education in Wisconsin.
Norb was certified as a volunteer WDNR Hunter Education Instructor in 1969 and continues to today, a period of over forty years. Norb has been the lead Instructor for this team of volunteer instructors that have over the years taught and certified 6683 students. That is approximately 133 classes requiring hours of volunteer class and field/range time for each class, plus the endless administrative hours of initial preparation, registration of students, testing and issuing student certifications.
This Howard – Suamico group's field day consists of eight stations with each class being divided into groups of five to seven students with a mentor/instructor that travel from station to station including: 1.waterfowl hunting calling set up demonstration and dog retrieval demonstration, 2. live range firing, 3. firearm carry/asking permission to hunt and crossing fences( obstacles in the field, with firearms, 4. compass/map orientation, 5. tree stands, 6. blood trail, 7. handling firearms around the vehicle, 8. range of fire, quail walk in the woods, and 9. trapping and animal identification.
The Field day is wrapped up with a WDNR warden discussion, question and answer period, a high power rifle demonstration.
The field day has been visited or monitored by volunteer instructors from around the state.
The Howard – Suamico team of currently active Volunteer Instructors, includes individual instructors that have been teaching as long as forty years as well as more recent instructors that have begun teaching with this group as junior instructors.
The Howard – Suamico team under Norb's leadership was the first or one of the first teams to embrace and teach the WDNR CD Rom Course. This team was one of the first teams to adapt to the reduced hours EDOC process of teaching Hunter Education.
Members of this team Jack Van Sistine, John Russel, and Jeremy Van Sistine recently administered a Waterfowl Learn to Hunt Program that was filmed by the WDNR and is being used as a model waterfowl learn to hunt program by WDNR, the WI Waterfowl Association, and the Green Bay Duck Hunters Association to initiate Waterfowl Learn to Hunt Program around the state.
For the many years of quality instruction, innovation, and mentoring of new instructor teams we feel the Howard – Suamico Team deserves to be selected as the 2010 WHEIA Instructor Group of the Year.
